If you were in charge, what would you do first?

Start from the ground up and keep in mind that this game is as much a competitive experience as a casual one. Look at project M and melee for examples of allowing both and simplify mechanics that are useful but dont make a whole lot of sense for interesting gameplay reasons. Like L cancelling.

Silly content? You mean everything that makes this game be much more than an insipid fighting game? Smash is a Nintendo celebration, and trophies are a must for that.
You're right, but I like smash as a competitive fighting game.I know this sounds silly but if I wanna know about a character I'd just use google or wikipedia. I feel like trophies are just not worth adding into the game.

I would probably try to come up with some universal mechanic that is both accessible on the most casual levels of play and simultaneously new/interesting in terms of competitive play. You know, something that isn't arcane like L-Cancelling or wave dashing.
I would want a tag-team mode that would allow players to choose multiple characters and be able to switch between them during the match, maybe even in the middle of a combo.
I would want characters to have their own unique mechanics to make them incomparable. Ex. Ganondorf can charge almost all of his attacks, Donkey Kong can cancel the startup of his attacks into a neutral state, Bowser has attacks with super armor properties, etc.
I would want the highest level of play to have pacing that generally alternates between Melee speed and Smash 4 speed for the sake of matches being simultaneously exciting and coherent.
I would try to keep the roster from becoming bloated and unbalanced by adding certain similar characters as "costumes" for others, where they would have their own unique voices, taunts, announcer voice samples, and victory screens.
I would add customization options, such as custom color palettes for each costume, in-game item inventories, adjustable stage hazards, etc.
I would try to expand the number of franchises represented in the playable character roster as much as possible, ex. Custom Robo, Advance Wars, Golden Sun, Ouendan, etc. I might even take potential characters' console debut into account, so as to have an even amount of characters from each console generation. I would also limit the number of characters from a given franchise to a maximum of 4.

Maybe some other stuff.

The first thing i would do, would be to TOTALLY take out of the game any single player adventurish mode.... and order my team to fully concentrate on getting the Vs. aspect of the game to its limits: more characters, more polished gameplay and so on.
Things like home run contest and stage builder can stay tho.
Also, i would copy the code from the Melee engine and start from there. Wavedashing back too.

The first thing I'd do is fix the regrab invincibility timer so that it doesn't deplete during grabs from other characters so as to prevent teams and Ice Climbers shenanigans. That's just because it's a glaring fault though, the other changes I'd make are way more interesting.

2) Add said ICs.
3) Give Ganondorf his sword at last. For the vast majority of his moves.
4) Give the Miis a moveset actually based off of their games.
5) Swap Greninja for Honedge, a living sword is way more unique.
6) Lose the assist mention from Rosalina's name, it's unnecessary and looks bad.
7) Lower Swallow's end lag and return Kirby's Melee dash attack, with maybe a slight size increase and definitely the power of its PAL version.
8) Cut Zero Suit Samus and the unnecessary Lucina, 3 FE characters is enough we already have one Samus, why do we need a second version of a character who's moveset has practically nothing to do with her games?
9) Add Mewtwo, Jigglypuff, Pichu and Krystal, the latter being based off of Fox's Adventure moveset.
10) Change Pikachu's Up B to that of the cut Squirtle, both to boost his distinction from Pichu and to reference his secret surfboard.
11) Redesign nearly every stage for better balance while maintaining their unique elements. Not every stage need be competitive but "Omega mode" is no excuse for poor design.
12) Add Diddy Kong Racing's Green Balloon as an item.
13) Give Falco a reskin of Snake's FS (ARwing at last!).
14) Buff Toon Link's Up B's hitbox range and damage, reduce its end lag and just generally make it spammy on the ground, then give it a timer after each use that makes Toon Link go dizzy and helpless if he does it three times in close succession.

Add all characters from previous games except Roy because he can go back to GBA-land.
I then would either then give Sakurai the position as long as he keeps the characters, or ask him to be my mentor.
