Well the reason behind this is that Bowser was scheduled to be the fastest character in melee, but when they where doing beta testing with the old items in the new environment, Bowser ran into a bumper so hard that it was flung to the far corners of the Earth, never to be found again. As this was the prototype bumper for melee, there was only one and it was lost for good. During the collison that lost the one and only bumper, Bowser broke both ankles and had only just healed when melee was released. He was however, forever slowed due to weak ankles.

Why is DK's dash attack not a forward roll instead of that gay little wimpy kick?
