If knee was on a better character would it be op?

Knee as a tool for Captain Falcon is already amazing but with Falcon's weaknesses, it's not broken (yet). Knee as a standalone move is probably one of the best F-Airs in the game, doing a whopping 35% to K Rool 22% normally, its knockback scaling being 81, and it only has 18 frames of landing lag. Its simply amazing but I would like to hear if anyone thinks knee being applied to another character would make it OP.
