I can't get events 21-28 unlocked to save my life!

Ok, so I'm trying to get the events 21-28 unlocked because if I beat event 25, I unlock the "Spear Pillar" level. Seems simple enough yet I can't get it to work. Every discussion has told me to beat the Subspace Emissary levels in Adventure mode and not only have I beat them, I have cleared them on 100% with the little crown icon to prove it yet it is STILL not giving me the options to do events 21-28. Can someone please help me out? Oh yeah, and I have also cleared all other events necessary and them some and like I said, I have completed the Subspace levels. Thanks!!

you must beat them all on atleast normal and for 21-28 you must unlock all characters
