How would Jigglypuff do without Rest?

I've always wondered, and I would like to see if anyone else has any ideas: Where do you think Jigglypuff would fall on the tier list without rest? I mean, sure, her down-b is one of the best kill moves in the game, and is a central part of any Puff player's arsenal, but she also has a great aerial game and plenty of other good moves. So, lower S-tier? A-tier? What do you think?

Jigglypuff would probably be in the spot she was in the original tier list without rest, and there would be even fewer puff players.

Good Point. Or it could be a completely different move. While I don't really have an example, I'm sure they could come up with something.
