How to play Sheik in PAL regions?

So with Sheik's tech chase/chaingrab d-throw being nerfed and basically non existent in PAL, how exactly should a european player go about playing Sheik in PAL regions?

Sheik's down throw is not "basically non-existent" in PAL; excepting situations where you want to back throw the opponent offstage, it's still almost always her best throw. You can't get guaranteed chaingrabs, but you can still tech chase fine (it's just harder/worse).
