How to make models glow

I am making a texture mod for a character, and I want to make it glow. I've seen it done before, namely on some Neptunia mods, but I just can't for the life of me figure it out. Perhaps I'm just being stupid here, but cloud someone who knows what the heck they're doing when it comes to smash modding come and help me please?
