How to get into Melee Modding?

I have been searching and scouring the internet for clues on how to start and all I get to is melee code manager which is fine but I don't really get how to use and crazy hand which is cool but is pretty limited as a tool in general, How do I edit the hard files and code of melee? What programs should I use and how should I use them, how do I know what the hex codes mean? Any general tips would be pretty helpful
