Oh right, the original question:
I think that it depends on how the characters are implemented. 35 was plenty for Brawl, it's just that the most popular characters were not chosen and it makes the 35 feel like less than it could have been.
The next game could have 40 character slots and probably have a mind boggling roster. With the option of sort-of-halfway-clones like Brawl had, I would say 45 is the top.
As long as the roster is not exceedingly ridiculous though, the sky is the limit for me. While more characters is better, I want quality over quantity. Not random characters from franchises only one in a hundred gamers have heard of or something and 14 characters from Mario and Zelda.

but they do have there own moveset and u can choose them at the start of a match..
how can u count them as one... when they are different?
Moveset =/= character, in my opinion. My I'd say there are 37 fully playable characters, by the definition you can play an entire match effectively with them. Reason I don't count Pokemon Trainer as three is because in order to use him efficiently, you
HAVE to switch out your Pokemon. You don't have to switch out Sheik/Zelda or Samus/Zamus.
