How does Fox's shine work?

I was going to try to add some knockback scaling to Fox's shine, but when I went in to edit the data I saw it was at 100. Apparently, according to Master Hand, Fox's shine has 0 base knockback and 100 knockback growth. Is this still registered as set knockback by the game? If I was to set the KBG to 50, what base knockback would have the same knockback at 0%? It's a very confusing move.
