How do you use Mewtwo's up B??

I have seen videos of people shortening their mewtwo up b's, usually when they're off stage and sweet spotting onto the ledge. How does one do that? and does anyone also find that Mewtwo's up b is insanely hard to control? you have such little time to choose where to go. Thanks for the tips in advanced! :D

Simply - you must go from up b to the desired angle on the control stick very quickly.

Just up b towards the ledge and it'll sweet spot.
