How do you make the dive kick (ZSS, Sonic, Belmont DAir) sail slowly down?

AFAIK it happens when you use it right out of knockback. I don't believe it's something you can make occur whenever you want - my understanding is that it's in place to counter immediate dairs back down to safety.
