like I know how to do it but I Pocket Cloud so how do i hold my analog stick down while trying to do a Neutral Air. It always comes out like a Down Air

This strength serves more than me alone.
Don't press it together. Press 
for the Neutral Air, and then you press to Fastfall. Mario and Marcina take great advantages from Fastfalling from their Nair at different times, so you could use them for practice as well.
BTW, you just press, you don't hold it.
