When I try to shine then turn around-wavedash, I always just turn around in my shine. I was originally having trouble with Falco's as well, but I fixed that. Now just Fox.

you're probably pressing "Y" too late if you're only turning around.

Press Y first, then move the direction you want after.

Steps:
- Shine (down + B)
- Reset control stick to neutral position
- Wavedash
- Dash
- JC u-smash
- ???
- PROFIT

Yeah especially with fox it is useful to be able to dash out of the end of your wd if you are waveshining or even switching directions after a shine. But you can't dash backwards haha so I guess only switching from backwards

Resetting the control stick is one way you can go about it.
