How do I stream hacks with RiiFS?

I'm pretty sure I have everything set up right but I just don't understand why when I place hacks in my RiiFS folder while having my RiiFS C++ server and Brawl- running, that hack won't appear in the game.

I have two "smashmods" .XMLs, placed in my 'riivolution' folder on both my SD card and my computer's RiiFS folder in my C drive. I also have two "riifstemplate" .XMLs in the same places and configured them with my IPv4 address. I open up RiiFS C++ server and it says this: "RiiFS C++ Server is now ready for connections on 0.0.0.0:1137" and stays like that until I start up Riivolution, then the server says it's connected and then starts entering all of this "return" crap very fast, about five times per second, so I know I have the connection right at least.

Also, this is what my riifstemplates both look like:

With RiiFS and Brawl- running, I did a test by adding a Ness texture -- FitNess03.pcs -- to my pf/fighter/ness folder (I edited both smashmods.XMLs to have the FPC file layout) in my RiiFS folder, then when I selected Ness's blue costume in the game he didn't have the texture; he was just in his normal blue costume.

Why can't I stream hacks?
