Well, thanks nonethelessSadly, Melee doesn't have any way of adding a specific amount of hitstun to a move; A move's hitstun is determined by its damage.
You can multiply an attacks hitstun by 1.5 by giving it the electrical effect, though.
There IS a way to edit hitstun via crazy hand, but it corrupts most ISOs, so i don't really recommend it.Well, thanks nonetheless
