How do I edit hitstun?

It's really hard to make certain moves multihit, or better combo tools, without this. Also, how do you turn on Frame Speed Modifiers in Crazy Hand?

Please Help Me,

Only turning on FSMs? Just go to ISO patches at the top and apply it on your ISO.

I'm sorry that I couldn't help with the main question of the thread. :S

Sadly, Melee doesn't have any way of adding a specific amount of hitstun to a move; A move's hitstun is determined by its damage.
You can multiply an attacks hitstun by 1.5 by giving it the electrical effect, though.
