How do I consistently do a tether recovery?

I've been trying to make tether recoveries my normal ledge grab because I've read it offers more options and was harder to read/punish than the (it is!). But, I just can't seem to understand exactly what the area of coverage is. At times I'll see the chain go out but not grab anything. Other times it seems like it should grab the stage but the regular chain comes out. I think I also remember the chain grabbing from below the stage as well?

Any help would be greatly appreciated.
