How do I change Damage and Knockback on Moves

So what do I use and what do I do to change the damage and knockback on attacks.

Master Hand tool to locate the offsets, HxD to edit the values.

Would things like this be found in piXX.dat

Like I am trying to change roy's forward smash that would be in PiFe.dat right?

EDIT:Ok so I want roy's forward smash to do 30% instead of 20% how would I find the offset for his forward smash?

How many values is each attribute 2?4?6?
