How did Hooded do this combo?

I was recently watching Hooded's combo showcase for Bayonetta:

I can't figure out how to do the combo at 23 seconds. My steps are downward side b, first hit of fair, up b, and then I try to side b again but nothing happens. I thought I could do a second side b if I hit the first one? I've tried over and over to figure it out but I'm going crazy. What am I doing wrong?

Timing. After using your first ABK or dABK, you have about a second to use the next one. Thus, you either need to be pretty quick with the Fair, or skip it altogether.
Also, I believe we have a combo thread.
