How can I remove palettes?

I'm not talking about making the picture paletteless but what I want to do is select a certain color in the palette I don't want and remove it. Some of my images have too many palettes. Can you please help me?

I need to learn how to do this with a FREE program, not photoshop.

Ummm....

Just tell me what program I need to use to delete unwanted colors in a palette.

Do NOT recommend GIMP, I love gimping with MK, but the GIMP program is god awful.

Also, on Paint Shop Pro, I tried reducing the palette (it needs to be below 240) so I set to to 239. Palette's 240-255 however ARE NOT REMOVED. Instead they are simply replaced with black colors. I need the actually pallete amount to be below 240 or it won't work in the program I'm using
