Host Switching?

So my friend and I play against computers from time to time and I always host. Well occasionally, after the match is over it will tell me that I am "P1" but I can't tweak the CPUs or the settings but my friend can. Anybody know what causes this? It almost acts as if it switches from me being host to him being host.

EDIT:Just read the manual, turns out whoever did the worst in the previous game would be host.
