But apparently in HomerunContest, the one holding the bat can still move after the time runs out for the final hit with the bat, whether you bat-smash the sandbag or just hit it normally.

"So what?" you think? Well.. if that's true, you'll have enough time to reposition yourself to the sandbag to perform a perfect bat-smash or for the bag to finally hit the ground after an UpSmash or alike..

Yeah Sakurai explained that the only thing affected by the timer is the wall that keeps the sandbag from falling off the platform... so in essence, the timer is just for some fast free damage before you try to do your final hit/combo.
