Help with CSS editing

I'm recreating Melee completely on Project M and I made everything, but when I boot it up ith is the same old CSS. I know I saved ti, I think it has to do with the fact that I set the CSS to have 25 characters and there's 47 (i think) Is there any way to set the number of unlocked characters to 25?
