Help organizing pools

Hey guys I'm running a Melee tournament at school
There are 28 entrants (lol that's small :p)
and I'm trying to set up a 16 man bracket

What's the best way to organize everyone as equally as possible into pools?
Right now an idea is
4 groups of 7 (top 4 make it out)
but I don't know

i would run 7man pools.
swiss pools would definitely be faster if you are doing this during lunch (like my school's games club)

4 of 7 is the way you want to do it. There really isn't another solution unless you want to do 7 of 4 with top 2 out...

What is "swiss pools"?
I was also thinking of having
two pools of 9
and one pool of 10

top 5 would make it out of the pools of 9
and then top 6 of the one with 10

This is Redd's idea

"Sup man! I would probably do something like:

3 pools of 6
2 pools of 5
top 3 advance

Everyone gets to play five sets that way, plus then there are no initial byes in the 16-man bracket. I feel like a pool of 7 is kinda ridic with top 3 advancing cause there are bound to be players who will obviously get out, I guess.

It's a good idea
but it would generate a 15 man bracket
and I wouldn't know where to choose to get the last man from
>.> it'd be kinda biased to just choose one
so I feel like I wouldn't know how to solve that problem
