Just because Wolf and Falco have been introduced before Krystal doesn't mean that they are better than her. It would be much easier to give Krystal a unique moveset since she's not a copy of Fox and doesn't have to use high-tech weapons.
The SF cast for SSB4 should be this:
Fox
Krystal (with original moveset involving her staff and magic)
Wolf (with special moves replaced with weapons from Assault and FS be Wolven)
