1. Mew can learn Attract right, how does that work?

2. If Mew Transforms into a Smergle w/Sketch and Sheer Cold, can it Sketch that Sher Cold?

1. Mew needs to be feed HMs' and TM's to learn moves, if you want to make him learn things like surf. If you mean how does it work in "Poke'mon anatomy" terms, I have no idea, nor do I care.
Wait, I read that wrong. Attract? It just works.

2. Mew can transform?

One of Mews moves that it learns naturally is Transform. And I'm assuming you mean how does Mew learn attract? TM45.

mew can learn attract, but it wont do anything because mew has no gender....

1) I thought it would work on everyting because it had no gender.

2) Yes, but it isn't permanent if that's what you're going for. It was in GSC, but they fixed it.
