It is not possible.
What about the ray gun or super scope then? Is it possible to change the projectile they fire?

I believe in Brawl Minus, Ganondorf's Gandouken (Neutral B) shot is actually the fully Super Scope shot but edited. However, a side effect of editing the Super Scope shot for this purpose is that the Super Scope item's shot also has the same effect.
Maybe you should ask one of the Brawl Minus team members (I'd recommend maybe standardtoaster?). They're a very smart bunch

It's spawning an item and then referring it to the shoot action which I haven't looked into as to how it's done. Zero Link and the aforementioned Ganon- both use these functions.
