Gengar is a ghost/poison type Pokemon, introduced in Generation 1. He (or she) is the final form of Gastly. Gengar, alongside his pre-evolutions, are the first Ghost type Pokemon that were introduced.
Why should Gengar be in Smash?
He is one of the most popular Pokemon and has a lot of moveset potential. He would also be the first ghost fighter to be playable in Smash.
What would Gengar be like in Smash?
Gengar would a fast character, as his speed stat is very high in games. Being a ghost, Gengar would likely be very light fighter. Gengar's moveset would be inspired from not only his moves from the games, but also from Pokken. His Final Smash would be Mega Gengar. Most of his moves would be Ghost-type, and while Mewtwo already has Shadow Ball, that doesn't mean he can't use it and Gengar still has many other Ghost type moves, like Shadow Punch, Night Shade and Nightmare, that he can use in Smash. Gengar can also learn many Psychic, Dark and Poison type moves, either by leveling up or by TM.
Arguments against Gengar:
We already have four Generation 1 Pokemon in Smash.
That is true, but Generation 1 is the most popular generation, and we had five Gen 1 Pokemon in Brawl.
Pokemon doesn't deserve more characters.
Pokemon is the second best-selling video game franchise of all-time, only behind Mario, who has seven reps. Pokemon getting seven reps would be justifiable, especially considering how many characters with moveset potential it has.
Gengar would be a random choice.
He is iconic and very popular Pokemon (he got into Pokken with fan demand), so he wouldn't be the most random choice. Gengar also has received very positive reception in media, and he had a major role in the original Pokemon Mystery Dungeon games.

Like the title of this thread says, he has only a ghost of a chance, sadly. He barely has any support for Smash, and has a lot of competition. But that doesn't mean we can't support him!

Neutral-B: Sludge Bomb
Gengar lobs a ball of sludge forward in an arc and briefly poisons whoever it hits, racking up small bits of damage. Sludge Bomb can be charged into a bigger ball with longer lasting poison damage, but you can't "carry" the charge like Samus' Charge Shot for example, making it more like Bowser Jr.'s Clown Cannon.
Down-B: Hypnosis
Gengar shoots a slow short ranged beam from his eyes. Anybody hit by it falls asleep, with the sleep time being longer depending on the opponent's damage. Range is about twice as far as Mewtwo's Disable. Also like Mewtwo's Disable, Hypnosis will only work if Gengar and the opponent are facing each other.
Side-B: Hex
Gengar sticks his arm out and makes a small ghostly energy ball explode in his hand. Does mediocre damage on it's own, but does double damage if the opponent is asleep, poisoned, dizzy, etc.

Gengar quickly flies straight in whichever direction you push while surrounded by a shadowy aura. Anybody he touches during the moves takes damage.

Down B: Dream Eater-command grab-Works like a mix between Wario's bite and Robin's Nosferatu, doesn't do damage unless the opponent was sleeping though it still works as a grab, can drain health to heal Gengar if opponent was sleeping
Up B: Phantom Force-A Teleporting move, initial invincibility frames, vanishes and warps, reappears and does a decent amount of damage, also isn't affected by sheilding, but requires a fair amount of cool down amoung landing, covers about the same distance as Sheik's Vanish
(note: Gengar doesn't actually learn Phantom Force in game, for some reason, but it fits his character and Smash is not about what they can actually do but what works for the character, remember Rayquaza uses Dig in Brawl when he doesn't learn it in game)

Mega Gengar-Dark Pulse
-Traps nearby opponents, will send out a Dark Pulse which hits repeatedly with waves of darkness, then sends opponents flying with a powerful final hit

Playstyle:
Gengar is a character that mainly focuses on being annoying to fit his role in Mystery Dungeon (still no spoilers!). He has Embargo which prevents an opponent from using items, Taunt which makes opponents only able to attack Gengar and no other characters for a few seconds and Sucker Punch which can be unexpected. However, Gengar is a very light character and has a bigger hitbox than most light characters so he'll be KOed the fastest of any character.
Moves:
A: Shadow Claw- Gengar slashes. The maximum combo is 5 slashes
A side: Lick- Gengar swings his tongue at the opponent.
A up: Payback- Gengar slams upward
A down: Night Shade- creates a shadow barrier around Gengar for 1 second
B: Embargo- If it works, the opponent is not allowed to use items (except Smash Ball)
B side: Poison Jab- 5 punches that do damage and make opponents take damage over time
B up: Sucker Punch- Gengar teleports and lands and uppercut. This is also used for recovery

B^: Hex. Gengar summons a demonic eye above itself and slowly rises into the air, cackling. The eye surrounds itself and Gengar in a barrier of dark energy, damaging anyone they touch. However the barrier does not stop projectiles and the attack can be cancelled.
