If you're running and you jump, there are a number of frames where you don't leave the ground, and you continue sliding along the ground until you jump. If you fall off before your character leaves the ground, you don't jump off, you just fall off the ledge. AlphaZealot called it "jump falling."
You can combine this with shine turnaround:
run->shine->turnaround->jump->fall off->grab ledge
momentum--------------------------|off the ledge----------- lol timeline
It's tricky, because you have to time the jump right, and you have to do it quickly in combination with a shine turnaround really close to the edge so you don't lose momentum.
I can do the regular jump fall with falco on FD about 50%. I'm sure many more technical people will be able to do it 100%, then packing in a shine turnaround before should just be a matter of practice.
This looks extremely flashy and is one of the faster methods.
I'm not sure how many people know about this, but I have only seen one person do it, so I don't think too many do. Maybe I just need to watch more vids. You can do this with Fox too, but it's harder, because his jump is 4 frames, so the timing is trickier.
