I don't have the frame data. Mew2King has a site with all that good **** but the answer to your question is yes. Some characters can grab Falco even if he shffls a dair > shine correctly. They have 1 frame to do it so it's extremely hard to pull off.

it is possible to pull off if you dair after the fastfall. or jump early and hit low in the shield. but from full height its always possible to grab.
