Id say that Leafeon is better than Glaceon. Leafeon has a better ability and it has the highest defense stat of all the evevee's. Glaceon is like a slower Espeon, but Espeon is better they both specialize in spcl attack. And Vaporeon can learn Ice attacks anyways.

You can get Leafeon by leveling it up near the mossrock in the forest by the old mansion. Glaceon comes from leveling near the icerock in the snow field.
