It's a tech from Brawl called B Reversal. You can mix it with Melee's Pivot B to do a Pivot B Reversal as well.

Decent article. I've seen some really cool stuff with it, like Ripple doing waddle-dash recovery wavebouncing to a b-reverse inhale. Damn son.
