Is it possible? i always feel like the lower ledge invul in PM makes it impossible

It is possible, but even doing it frame perfect leaves you vulnerable for 3 frames.

ECE is NOT about stalling. It's NOT about ledge invincibility. It is either about 1. Carving a safe path back to the stage when you are on ledge or 2. Throwing eggs faster than you can from the ground in edge guard situations.

So yes, ECE are very viable in PM.
