Easy Recovery with Luigi Cyclone?

Many people trying to get into the competitive scene with the character, Luigi such as me. Have the issue of not being able to press the B button 14 times during the animation of the Cyclone, i was wondering if it was possible to bind all directions of the C stick to down special, so instead of pressing the B button 14 times, you could just circle the C stick 3 and a half times. See what im getting at? For every special you use the b button, including the cyclone. But when you want to recover using the cyclone, you rapidly circle the c stick, a much easier action to do then rapid button pressing.
Obviously with this you sacrifice your C Stick smash attacks, but the question is, is this possible?

I don't have a copy of Smash 4 with me right now, but I know that at least in the past games the Cstick will only accept a new input once it re-zeros (goes back to the center position), which is why you couldn't QCDI with it in Brawl.
