I'm getting a laptop with 4 gb of RAM with an i3 processor. Is that enough to dual boot Win7 with Ubuntu? And for it to run well.

RAM doesn't have an effect on whether you can dual-boot. You're not actually running both operating systems at the same time.
So yes, that CPU/RAM is fine.
