i wont bother posting character bios. if you are familiar with Dragonball then youll know who these characters are (im only suggesting 2 characters anyway).
Goku
Gokus standard fighting form.
Standard Special Move (B)-Kamehameha
pretty straightforward technique, Goku puts his hands together and fires an energy wave that damages anything it hits. its direction can be slightly controlled by tilting the analog stick up or down.
Side Special Move (Left B or Right B)-Dragon Fist
Goku punches in front of him and releases a Dragon made of pure energy that strikes the target and then carries the victim in an upward motion while causing damage.
Up Special Move (Up B)-Instant Transmission
similar to Mewtwos Up B move from SSBM, Goku disappears, moves at an incredible speed in whatever direction is selected by the analog stick, and then reappears. it would not cause any damage and would simply be used for recovery/escape.
Down Special Move (Down B)-Senzu Bean
Goku takes a small pouch out of his pocket and eats the last Senzu Bean he has left. it would heal half of the damage percentage that character has sustained, so 50% damage would be healed to 25%, 100% would be healed to 50% and so on. (NOTE-cannot be used in the air and can only be used once per life, meaning that once it is used, it cant be used again until Goku has been knocked out).
Final Smash ive got a few ideas for Gokus Final Smash.
1-Super Saiya-jin Transformation
similar to Sonics Final Smash, Super Sonic, Goku transforms into the legendary Super Saiya-jin. he gains no new attacks, but rather all of his existing attacks are strengthened, as well as his speed and defense also slightly increasing. would obviously only last for a limited time, maybe 30 seconds to 1 minute.

2-Spirit Bomb
Goku raises his hands above his head, palms facing upward, and absorbs energy from all living things on the planet. he then forms the energy into a large ball and throws it at an enemy. causes heavy damage, but Goku uses up most of his stamina gathering the energy and as a result, is temporarily weakened afterwards.
OR
3-Fusion Dance: Gogeta
Goku and Vegeta attempt to perform a dance-like technique that if performed correctly, results in a temporary fusion of the two characters. a random set of buttons appears on screen and if they are not imputed correctly, the fusion fails, as does the Final Smash. however, if the button combination is imputed correctly, then the fusion is a success! the resulting character, Gogeta, would probably have his own set of moves (or a combination of both characters moves), would be stronger, faster, tougher, etc than either Goku or Vegeta, but of course, the fusion is only temporary, maybe lasting 30 seconds to 1 minute.

Vegeta hovers slightly in the air and places a hand in front of him, forms a small ball of energy in his hand and thrusts it towards an enemy at high speed. explodes on contact with an enemy or the ground.
Up Special Move (Up B)-High Speed Movement/Teleportation
sort of a combination of both Foxs and Pikachus Up B move, basically Vegeta powers up, like Fox, and moves at very high speed in a direction selected by the analog stick and can be done up to twice, like Pikachu. damages anyone that he passes through.
Down Special Move (Down B)-Deflection
pretty much the same as Marios Cape move, Vegeta tries to knock a projectile attack back by punching it with his hand. pretty straightforward.
Final Smash again, ive got a few ideas for Vegetas Final Smash.
