Does the Japanese brawl have an English language setting?

This is a stupid and very obvious question,if the Japanese Brawl had an English setting why would we have to wait like 2 months for it to be released and it was also stated the FIRST sticky thread.

We're waiting an extra month for them to produce enough copies. :|
No we are waiting another month so Nintendo can advertise better in America. Translators work while the game is being made they don't just wait till the product is finished. Also the American version of Melee had the option to change to Japanese. Also its a fighting game, it takes a whole two seconds for the game to be translated.
