well actually... **** they finished the game already i forgot
maybe just licensing issues are greater in the US than in japan so that is why our release date was held back more days than theirs

No, it does not. The game itself (check the JPN release) was really only delayed a week. They can't create an entirely new character in a week.

For this to be possible, they would have had to develop and balance him first, and then negociate right at the end. It seems too risky to actually be done when time and money could be used elsewhere on the project.

They probably didn't produced enough copies which probably the only reason why the game is delayed. Adding a new character takes time and with only one month to go before release, the game is done by now and is probably producing enough copies for Japan and for the US, probably extra time on the online connection.

I'm betting it has something to do with nintendo's fiscal year some how, or the fact that there aren't going to be many Wiis sold in February.

The delay doesn't change chances of anything regarding content. Unless you think something can be added in a week, which I'll assure it really can't.
