I might be a big fool for asking this, as I'm not a smart guy with competitive Smash. But with the new perfect balance Smash 3DS has given to us, do you think everyone will be in the same rank of the tier list, as in everyone is able match-up against each other equally? I apologize again if I don't make any sense.

It is almost impossible for a game to have the balance you are describing.

When a fighting game is considered "balanced", it usually means that the disparity between the best characters in the game is not as large when comparing them to the lower section of the cast (in terms of a tier list). This does not mean however that it is pretty clear that there will be stronger characters.

The only way you can balance the game out is by simply giving every character the same jump, specials, rolls, attacks, grabs, etc.

In general, there's no such thing as balancing a game out.

You'll never have that balance in a game unless there's only one character to play.

No game is perfect and while smash4 currently does look promising with a wide selection of potential high tier characters there's always going to be that one that can either punish better or kill more easily that will separate it from the rest.
