dont you know what the mond block is its the best place in the game to level up and if you make it to the top you fight eilzabeth as a boss

Also, to beat the Reaper, spam Thunder Reign and criticals. Make sure you take whichever Elizabeth request that is (fifty-something), first, though. You won't unlock Monad if you don't.

1. Thunder Reign to raise (guarantee?) crit chance.
2. Attack with one party member (set to knock down)
3. All-out attack
4. Attack with another party member
5. Don't all-out attack
6. Reaper's turn (wasted getting up)
7. Akihiko debuff
8. lather, rinse, repeat.

Maybe you had a bad turn order or something.

does the agility stat matter oh im using cybele with thuder reign and elec amp

I think agility might have something to do with it. Also, does your Cybelle have Spell Master? It halves SP costs, which is helpful, because it's a really long fight!
