On the 3DS you had to do certain challenges to get all the pokeball/master ball options unlocked.

Are they all pre-unlocked on the Wii U?

If not, how do you unlock them, I can't find it on google . . .

There is no unlocking of pokemon on the Wii U.
It's light on unlocks in general. Sakurai was even considering leaving everyone unlocked but relented to appeal to fans of the CHALLENGER APPROACHING sections where you fight a new character to unlock them.

He's talking about the Pokémon in the Pokéballs, not playable characters. As for that, yes, some Pokémon must be unlocked but I can't remember which and how to unlock them.

In both versions you have to unlock Victini, Meloetta and Xerneas through challenges. Zoroark and Genesect have to be unlocked in the 3DS version but are starter on the Wii U version.

Unlock conditions for all of these:
> Zoroark: clear 10-Man Smash (3DS); available by default (Wii U)
> Gensect: play Endless Smash for the first time (3DS); available by default (Wii U)
> Victini: play 100-Man Smash for the first time (3DS); clear All-Star mode (Wii U)
> Xerneas: play Target Blast for the first time (3DS); destroy 200 blocks in a single game in Trophy Rush when playing alone as Pikachu (Wii U)
> Meloetta: have the game on for more than 8 hours (3DS); clear solo All-Star mode with Lucario on normal or hard difficulty (Wii U)
