Is it possible to DITCIT with Mega Man on 3DS? If so, how, because I am having a hard time doing it on 3DS.

It's pretty similar to the forward throw ditcit. When you dash, slide the Control stick from forward to up, and press a and b at the same time.

Try holding the Circle Pad diagonal when you press A, and slide it forward/up when you press B. The best way to practice this is with Banana Peels in Practice Mode, starting at a comfortable speed (1/2 or 1/4, 1/4 may help since Megaman's DITCIT is pretty strict on timing)

I still can't get it consistently. Am I suppose to hold the control stick towards the direction I'm facing diagonally up?

here is how it should look like

you do need A+B to do it however

Where do you slide the control stick to throw it forwards? And also, is the A+B method required to SGTF forwards on GC controller?

You slide it up to a roughly 30 degree angle. I think of it as the highest angle you can get while still tossing the metal blade forward. If the metal blade is tossed upward, then you went too far up on the control stick. And yes, the A+B method is required on the GC controller as well.
