Play the game against human players. There's nothing better. Even a noob would help you improve

If you are new to any sort of competitive play, you need to build technique more than anything else, and that is best done with the 20XX mod. In fact, one of the biggest problems with people's development can often be traced to the fact that people often spend too much time playing people, and not enough time practicing required technique. The sad thing is, technique is honestly one of the easiest and quickest things to learn, it just so happens that it takes effort and it sometimes isn't super fun.

So I recommend that you get the 20XX mod (hopefully you own a wii and/or have a fairly fast computer and are willing to buy the PC gamecube adapter) and practice the **** out of tech. If you want some input/advice on tech drills that you can do, I'd be glad to post them here if you would like.

Playing other people is very important, but it's not necessarily the best practice. Practicing with people is about applying the knowledge you've gained in solo play. It's also good for discovering what your problem areas are and what you currently don't have an answer for. For example, if you are really good at chain grabbing a character on FD, but really suck at exploiting techs on platform stages, spend an afternoon experimenting with your options on those stages. The 20XX hack pack allows you to explore the game in a very concentrated way, and people have no excuse to not know how to handle many situations in smash due to the fact that it's very easy to set up this kind of practice and learn.

TL:DR
One should learn new things in solo play, and then learn to apply them against other players. It's very hard to learn things while playing other people. Obviously, this doesn't apply to stuff outside of tech. There is a lot more to smash than tech, but it's best to have a solid foundation of tech as early as possible.
