I think Tourney's should allow custom stages as Counter-Picks even if they were made by one of the competitors, I also think that there should be some "stage screening system". We can't just ban them outright, but we also can't allow them outright either. If we just allow them outright, someone could easily make a clone of Temple or New Pork City. I think that someone should even be able to make a custom for their CP, as long as a Tournament Official approves it. It's time to adress the custom content rule, Smash is supposed to be different. Smash already has custom content in tourneys, the tournament scene made a "custom" ban-list in both Smash 64 and Melee, they are doing it in Brawl as well (more than 50% of stages were banned in 64 and Melee, and people are trying to get a lot more bans). While I could go into depths about the stages I think should be unbanned, I won't here. Customs should be allowed as Counter-picks UNLESS they are broken, clones of stages that were already played in that round, or clones of the global bans that were selected by the opposing player (other-wise, I select fd as my global ban, and then they counter-pick a "custom stage" clone of fd, how is that fair? If theirs is Big Blue, I can't make a clone of it). Now for neutrals, I disagree, one of the competitors probably built the stage and therefore they should not be neutrals. As for custom content in tourneys and not allowing it, this was built into the game, and it isn't broken. It's equally available, both players have the same custom content resources, they could even get time to make customs mid-tourney for all I care. Our competetive-scene shouldn't have to be the same as Soul Calibur's. Smash and Soul Calibur are 2 different games, treat them so. Brawl tourneys should make some system for customs, the idea isn't broken. They should have a system in place, and it should not be allow-all or ban-all.
