Custom Character Speeds

I have an idea for a cool character, which would be a character where you could alternate between different speeds and attack power.
Think pokemon trainer, except all the moves stay the same, but upon pressing Down B you scroll through each mode, from fast and weak, to average, to slow and strong.

I think it would be interesting and have heaps of tactics to use.

Thoughts?
