Does anyone know where to find the sc_character_en.pac?

Or is it not possible to edit the CSS screen because of Roy and Mewtwo?

So I exported it and Mewtwo is in PT's spot and Roy isn't there.

You don't export it. You keep it in common5.pac, at least with hackless gecko.
