Creating a character skin for a friend. (Need help how to make)

A friend of mine requested me to make an alternate costume for Peach or Zero Suit Samus but I dont want the model to look like any of them i want to make it looke like this http://imgur.com/gxQb8CS. Can anyone tell me how to make it, I want to make it on my own.
