I remember asking this in Miiverse awhile ago. Got some Miiverse-y (lol) answers, most were just characters, but we made a few pack ideas.

-'The missing Links' pack with Toon Link, Young link with masks, and Wolf Link with Midna.
Obviously this was made before Toon Link was confirmed, but it was a good idea at the time.

-'The Darkness' pack with Dark Samus, Dark Pit, and Black Shadow

-'Way of the Warriors' pack with Takamaru, Samurai Goroh, and Roy

-'Mario sports' pack with Waluigi, plus stages Mario Tennis Court, Mario Soccer feild, and Mario Golf Couse, AND new soccer ball item skins of a Basketball, Volleyball, and a Dodgeball.

[Spears In Smash Bros.]

Computer Virus Pack:
A special game mode based on the Computer Virus boss from Kirby Superstar. This game mode would have players face off against various enemies from both Nintendo and third-party series. Like in Kirby Superstar, combat consists of taking turns dealing damage and avoiding your foe's attacks.

Defeating 3 enemies in a row without losing a life grants you a trophy. Further victories net you progressively rarer trophies (and possibly other rewards), including a number of DLC-exclusive ones, but players will be pitted against increasingly difficult foes, not unlike the Battle Towers and Frontiers of the Pokemon series. After 48 wins in a row, you face off against one of several extremely tough bosses, (one for each third-party, perhaps?).

Beating this boss rewards you with a new, DLC-exclusive playable character, possibly Captain Rainbow or someone similar. Defeating all of the superbosses gives you each of their trophies and unlocks an assist trophy, Megaman.exe, in accordance with the "computer virus" theme.

Soundtrack expansions would be great! Imagine downloading ~30 new arrangements every few months. It also wouldn't cause any division in online matchmaking like DLC characters probably would.

But if there were characters, I'd go with whatever ones had to be cut for the disc release; and maybe some derivative characters like Dry Bowser, Alph (with Rock and Flying Pikmin), Lucina, or, my favorite li'l guy, Emolga.
