Create modded melee iso patch?

I've been modding a copy of melee for a little while now, and I'd like to distribute it sometime soon.

I got the modded ISO onto my computer, and seeing as it's kind of ILLEGAL to distribute the ISO on its own, I'd like to make it into an ISO patch that people can put into their own copies of Melee.

How would I go about doing this?
